Only Clinton indeed managed to have a small surplus of $63 billion. The only other surplus was in the period before 1913. Every other president only increased the overall debt, now with Trillions in recent decade. Remember Democrats during Trump always saying Obama decreased the Deficit? Reality is he also added $6.781 trillion to the Debt. The worst in history percentage wise.
