1. Make Primary Doctors / specialists like lawyers. They just advise. (Surgeons / hospital care is a separate issue).
2. Open the pharmacies. Get rid of the need for prescriptions. See 1.
3. Open labs to the public. Labs can only report results. They cannot interpret them. They're not Doctors.
This alone would make healthcare more affordable. More doctors would go solo or form small group practices. New labs would likely pop up too. The price for care for most common ailments would plummet as a result of competition. People knowledgeable about their conditions could order their own labs and medications and seek counsel when they thought it necessary, rather than being forced by law to use and pay for a Doctor's services to acquire medication.
